Revised Framework for Reopening Libraries

Consistent with updated guidance from the Governor's office for the green phase, in-person business operations, and summer programs as well as information from the Centers for Disease Control and Prevention on youth programs and office environments, the Office of Commonwealth Libraries has revised its Framework for Reopening Libraries (Revised June 5, 2020).

Guidance for Green Phase Counties

Libraries located in Green Phase counties may now:

  • Review the revised Framework and its associated guidelines to be sure that they can adhere to all federal and state guidelines. 
  • Once the library board and director can provide those assurances, libraries located in commonwealth-designated Green Phase counties may open for public service on a date determined by the local library board.  

Reopening by End of June

With all communities in Pennsylvania in either a Yellow or Green Phase status, libraries should be nearing the completion of their local library reopening plans. This means that by the end of June, all state-funded libraries located in either a Yellow or Green Phase county should be providing services in some fashion from the library's physical location, either on a limited basis (such as curbside pick-up) or as in-person service inside the library.

If providing service from the library's physical location by the end of June is not feasible, please discuss the matter with your district library consultant. Your consultant will then review your library's situation with the Office of Commonwealth Libraries.

Publicize Your Library's Reopening

Libraries must update their opening status for the public and the Office of Commonwealth Libraries on the POWER Library website. Instructions on how to do this are attached.

Finally, if you haven't done so already, your library should update its website and library signage to indicate that either 1) reopening plans are underway; or 2) the library is reopening on a specified date.
